National institutions fear charity change

National library, museums, art galleries face big revenue loss through Charities Bill


Scotland's national cultural institutions are campaigning for changes to the Executive's Charities Bill, which as drafted will end their charitable status.

The National Library of Scotland, the National Museums of Scotland, the National Galleries of Scotland and the Scottish Arts Council each stand to lose large sums in various charity concessions. The bill does not include such bodies in its new definition of "charity", as they are not considered independent of government.

Also affected are Scottish Natural Heritage, the Royal Botanic Gardens, SportScotland and certain educational bodies.

The institutions also fear that fewer public donations will come their way as a result of the change and are calling on the Executive to make up the shortfall in their revenue through tax relief.
