National body to monitor new licensing regime holds first meeting on 4 July

The new National Licensing Forum for Scotland, recommended by the Nicholson Committee as a means of keeping the operation of the licensing regime under review, will meet for the first time on July 4.

The Forum, comprising representatives of the leisure sector, licensing boards, police and health organisations as well as legal expertise, will offer expert advice to ministers on specific issues which will feed into the development of the new regime.

Announcing the first members of the Forum, Deputy Minister for Public Service Reform Tavish Scott stated that in the first instance, the Forum was being established as a short term advisory group with a lifespan of no more than two years. "Its functions and status will then be reviewed and consideration will be given to any future role it should play in the monitoring of the new system", he said.

The Forum, a non-statutory advisory body, will be jointly chaired by the Deputy Minister for Finance, Public Service Reform and Parliamentary Business, and the Deputy Minister for Health and Community Care. Its other members are:
*    Paul Smith, Chief Executive, Castle Leisure Group;
*    Scott Landsburgh, Chief Executive, Scottish Grocers Federation;
*    Ian McAlpine, Secretary, Coal Industry Social Welfare Organisation;
*    Jack Law, Chief Executive, Alcohol Focus Scotland;
*    Janet Hood, solicitor, Head of Scottish Office, British Institute of Innkeeping;
*    Professor Peter Brunt, Member, Scottish Intercollegiate Group;
*    Councillor Ronald Clerk, Chairman of Aberdeen City Licensing Board;
*    Robert Miller, Depute Clerk to Edinburgh Licensing Board;
*    Councillor Douglas Campbell, Chairman of South Ayrshire Licensing Board;
*    Deputy Chief Constable Malcolm Dickson, Association of Chief Police Officers in Scotland;
*    Penny Brodie, Chief Executive, Perth & Kinross Association of Voluntary Service; and
*    Mr Jack Cummins, solicitor, Hill Brown Associates.
