Draft strategy reported to set out mainstream housing rather than segregated unit approach

The Scottish Executive is proposing to monitor sex offenders in mainstream housing rather than specialist segregated units, according to a report in today's Herald.

A draft strategy is said to propose that councils would be required to find accommodation for the offenders away from schools and parks. They would not be allowed to stay in hostels or bed and breakfast accommodation.

The proposals also reject the introduction of "Mark's Law", providing for parents to be notified when a known sex offender moves into their area, so named after eight-year-old Mark Cummings, who was killed by a sex offender who lived in the same Glasgow flats.

The different agencies responsible for monitoring sex offenders, such as the prison service, police, social work and housing, would come under a legal responsibility to co-operate.

A statement for the Executive said the strategy had the safety of the public at heart and provided a clear framework.
