"No" to levy on plastic bags bill

Committee believes levy by itself would not benefit environment


MSPs have recommended that the proposed charge on plastic bags in supermarkets can only be part of a wider waste prevention strategy.

The levy was proposed by Liberal Democrat MSP Mike Pringle. However, MSPs on the Environmental and Rural Development Committee could not agree with the general principles put forward by the Environmental Levy on Plastic Bags (Scotland) Bill.

The committee has therefore recommended the Scottish Executive includes ways of reducing plastic bag use in its forthcoming waste prevention strategy.

Committee convener Sarah Boyack said the committee had looked at the possible impact of a levy on bags and concluded that putting in place one measure in isolation would not necessarily lead to environmental benefits.
