Perth and Kinross to debate sweeping byelaws to tackle antisocial behaviour

Perth and Kinross Council will this week consider whether to become the first local authority to ban outdoor drinking of alcohol in public places across its entire urban and rural area in a bid to stop incidents of antisocial behaviour.

The Scottish Executive, which previously indicated that a byelaw containing such a ban would be regarded as excessive, is understood to have told the council that it would now look more favourably on the proposal. Tayside Police are also supportive.

The council's community safety committee is to discuss the ban on Wednesday.

The first step would be public consultation in towns where a ban is not already in place, to approve a limited byelaw extension, and the committee would also be asked to approve further steps towards a complete ban.

Events covered by licensing laws would not be affected.
