Committee to look at public sector funding
27 Sep 07
Holyrood inquiry will examine different capital investment funding models
A parliamentary committee is to look at the methods used to fund public sector capital investment projects.
Holyrood's Finance Committee is gathering views on the advantages and disadvantages of different ways of funding, with a view to preparing policies that ensure that projects are cost effective and deliver good public services.
Committee convener Andrew Welsh MSP said it was important that capital investment in major projects such as schools, hospitals and roads was managed in a cost effective and sustainable way.
He added that the committee would welcome views on how public capital investment should be funded and was especially keen to hear from companies, advisers and public bodies.
The committee will be looking at the key features and challenges of the various methods used to fund public capital investment, the implications of the various methods for costs, and the effects the various methods have had on the management and delivery of public services.
A series of evidence hearings will be held in the first half of 2008. The programme will be decided and announced in early 2008.
The deadline for written evidence is Friday 7 December 2007.
