MSP's proposals would target owners who fail to control their pets
Central Scotland MSP Alex Neil has received what he says is overwhelming support for his "dog Asbos".
Mr Neil was commenting on the consultation response to his proposed Control of Dogs (Scotland) Bill, which would hold dog owners responsible for the behaviour of their animals. It would mean that owners who failed to keep their dogs under control would be issued with behavioural orders for their dogs. In addition, attacks by dogs on private property would also become a criminal offence.
Mr Neil has put forward his proposals because he believes that the 1991 Dangerous Dogs Act, with its emphasis on specific breeds of dogs, has not improved the safety of the public. The consultation received almost 100 responses to its proposals from organisations such as animal welfare charities, dog wardens and local authorities, almost all of whom, he said, agreed that the current laws do not work.
